Retired Federal Senior Executive with more than 30 distinguished years of experience directing major national program and administrative operations.

Charter member of Senior Executive Service; awarded Presidential Rank of Meritorious Executive; first African-American to serve as Budget Director for a major Federal Agency (U.S. Department of Labor); certified workplace disputes mediator.

Native of Shubuta, MS, and graduate of Jackson State University; member, Phi Beta Sigma Fraternity, Inc.; and trustee, Vermont Avenue Baptist Church.  Hobbies include collecting African-American figurines, collecting and displaying winter and holiday villages, and music.  Chuck and his wife Merlean reside in Chillum, Md.  They have a son, Carlos, and a daughter, Fetima, and one granddaughter, Imani.
